Christ has Risen!

Petya Stavreva, UA Chair

Dear United Agrarians,

The rising of Jesus Christ is a great occasion in the history of mankind.

Let us meet Resurrection believing in the good and the creative!

On this day the Christian world bows to the self-sacrifice of Christ, who had come to save the fallen humanity. Easter is also a symbol of God’s mercy – people get forgiveness for their sins, they are spiritually illuminated and completely change their ways.

We, United Agrarians, walked another year proving that our organization is the carrier of the agrarian ideas and principles.

Today there are still people trying to use these ideas to call for unity with unclear goals and directions, based on uneasy compromise with the heirs of the repressive mashine of the totalitarian system.

Let us not submit to the delusions and demagogy and judge by the deeds and the love to thy neighbor! Let us learn from the example and the passions the Golgotha – a symbol of human will and the victory over suffering, the victory of good.

In these bright days let us be worthy followers of the illustrious deeds of thousands of agrarian apostles, who in even more difficult times withstood the sufferings and preserved the Agrarian Union.

Let us face Easter believing in the greatness of Christ’s sacrifice and let all our actions be to the good of the Organisation!

Let us celebrate and good health to all of you!

United Agrarians:

Bulgaria Must Pursue an Independent Energy Policy

”Bulgaria must pursue an independent energy policy, in compliance with the other EU member states. UA Deputy Chair Georgi Karkamov shared with journalists following a meeting of the Blue Coalition leadership, where the five parties discussed the filed inconfidence vote for the Belene Nuclear Power Station.

United Agrarians oppose the inconfidence vote, because we do not see a sustainable state policy on the development of Bulgarian energy industry, Karkamov pointed out.

He emphasised that ”the energy dependency on a single source denies our country the opportunity to be a real partner to other suppliers”.

The independence vote serves a populist purpose and will flock supporters among the population from the powerplant region, said Karkamov.

From the point of view of the national interests the construction of the Belene Nuclear Power Station is not feasible economically and will bring about huge debts for the future generations, is the firm opinion of United Agrarians.

Âìåñòî òîâà We must work towards higher energy efficiency of the Bulagrian economy instead, is the opinion of the party.

Georgi Karkamov underlined, that Bulgarian produce is not competitive. One of the reasons is thast the energy input of production with us is 7 times higher relatively to the GDP (Gross Domestic Product). Therefore, United Agrarians agree that the state resources are to be focused in that direction.

Today We Need a Common Naitonal Cause of “Prospering Bulgaria”

Petya Stavreva

18 March, 2012, Bulgarian School for Politics, NBU - Sofia

Today We Need a Common Naitonal Cause of “Prospering Bulgaria”, said UA Chair Petya Stavreva, addressing the alumni if the Bulgarian School for Politics “Dimitar Panitsa” with the New Bulgarian University. There is no universal recipe for the successful development of a country, she said. Each country has its specific potential, strengths and weaknesses. However, one expects of the people holding the wheel of the state to suggest successful decision, to resist temptations and pressure, and to be statesmen, and not highly paid clerks, the UA Chair pointed out. We must do things with the “pros” idea, and not with a “cons” motivation, Ms Stavreva said.

She urged to depart from the trial-and-error politics, and stressed that Bulgaria’s tomorrow starts today, and depends on our will for change and our ability to cross the borders of party-narrow thinking.

I believe that we have to build Bulgaria of the regions, and not Bulgaria with a crisis-stricken center and lagging periphery, bordering on bankruptcy, said the Chair of United Agrarians.

Petya Stavreva, herself a graduate of the Bulgarian School for Politics, said that the school is a meeting place for people, which are bound to look forward and join their efforts for a more successful Bulgaria.

Kyustendil Region Agrarians:

We Are Facing Bankruptcy, And The State Does Not Care!

United Agrarians Urge Producers to Unite in Associations

“We feel deserted. We are facing bankruptcy, and the state does not gove a damn”, shared farmers from the Kyustendil region at a meeting with the national leadership of United Agrarians. They noted that in recent years their incomes have been drastically reduced. Moreover, they are not sufficiently informed of the national and European programs in support of agriculture.

Farmers should associate in industrial organisations to better protect their means of subsistance, said in turn UA Chair Petya Stavreva. She stressed that the state must assign more funds to the young farmers and provide alternative occupation in the small settlements.

The event was organised by union member Ms. Adel Dimitrova. Attended Zara Klisurova – Chair of the National Union for Essential and Medical Cultures, and Zahari Bankov from the UA national leadership.

In the day of national mourning in memory of the victims of the disaster that occurred to us, together with our deepest condolescences to their relatives and families, we must not neglect the towering questions to all institutions, responsible for the operation and maintenance of 220 large-scale and around 3000 micro-dams in the country.

The Cash Registers Like the proverbial Hen Laying Golden Eggs

300 000 Fiscal Devices will “lay” BGN 21,6 Mio annually to the GSM-operators. 50 000 merchants face closing down

The cash registers in Bulgaria are turning into golden hens for the three GSM-operators. The reason is the requirement all fiscal devices of all VAT-registered merchants to be linked to the National Income Agency (NIA).

The first forced to implement the virtual link to the Income Agency were the gasoline merchants. The 31 December 2010 deadline however was not honoured by the industry. The monopolist LukOil was penalized as well and has not been licenced yet. The “drama”, which took place last year, was widely publicized. And the government is still boasting that there will be “no compromises to anyone”.

Supposing that all 300 000 merchants oblige to the legal deadline, the mobile operators will enjoy a firm annual “subscription” amounting to over BGN 21 Mio.

[…]

And „10 local manufacturers of cash registers and their lobbyists will distribute among themselves about BGN 400 Mio”.

Eligibility Layer Objections Can be Filed by 20 January

Objections on particular parts of the range of the specialised “Plots eligible for subsidising” layer following a preaproved sample can be filed uo to 20 January. The objections are automatically generated at the “Individual query on Direct Payouts” section of the “Agriculture” State Fund site, after the farmer has selected the parts to be disputed. The generated printed objections are filed to the “Agriculture” Regional Directorate as per residence or registered address of the subsidy candidate, by the candidate himself, possibly assisted by employees from the Municipality Agricultural Units. The objection is signed by the candidate who fills in the address of the “Agriculture” Regional Directorate applied through. Each candidate can generate and file additional objections to complement the initial one.

Objections will not be considered, if they are filed after the deadline, or do not follow the sample. Objections will not be considered, for plots, checked during the 2011 campaign by the Technical Inspectorate if the Payment Agency, since in these cases the approval of the subsidy is based on the results of these checks and not on the specialised layer data.

Petya Stavreva Addressing the Protesting Farmers:

Agriculture Needs a Long-Term Strategy, and Not Ad Hoc Decisions

”The Agrarian Union supports the agricultural producers of Bulgaria. Bulgarian agriculture needs a long-term strategy and not short-term ad hoc decisions leading nowhere, addressed the wheat breeders protest meeting in front of the “St. Alexander Nevski” cathedral United Agrarians Chair Petya Stavreva.

She said this was a protest against a policy of promises and deceived hope. A protest insisting on a pro-active policy.

”I believe that Bulgarian agriculture and agricultural producers need real support and European incomes. You are the people who produce the bread; you are the people who cultivate the fertile Bulgarian land. We know that no one is above the bread.

The Bulgarian agrarians must be heard and receive the support they deserve, Petya Stavreva addressed the protesters. She stressed that agriculture must be a priority.

Recall that United Agrarians declared their support to the agricultural producers by a special declaration. It said, that the agriculture budget cuts in 2012 will bring about a reduction in agriculture produce growth and additional poverty mostly to the middle and small agricultural producers and agricultural land owners.

United Agrarians back the just demands of the industrial organizations for the government to fulfill the financial commitments made.

We Support the Farmers’ Protest
Petya Stavreva, United Agrarians Chair

From the draft of the 2012 government budget one cannot determine the priorities for the development of the national industries. What is clear is that the reforms are not a priority, To the contrary, there is denial of reforms. Support for the agriculture and the administrative reform are not priorities. The overblown administration lies heavy on the pocket of all Bulgarian citizens.

United Agrarians Party:
Agriculture Must Become a Priority Industry for Bulgaria

Agriculture has to become a true priority of Bulgaian economics . This consesus position was reached by the participants in the discussion on the development and modernisation of the agricultural industry, organised by United Agarians and the "Konrad Adenauer" Foundation.

The event took place on 16 September in Grand Hotel "Sofia" in the capital. Attended agricultural producers, representatives of industrial organisations, lecturers in agricultural institutes and industry experts.

There are plenty of unsolved problems in agriculture today - delayed pyout of subsidies, excessive bureaucracy, administration failures and sanctions for past periods on thousands of Bulgarian farmers, said United Agrarians Chair Petya Stavreva.

The small and medium agro-producers live with severe financial circumstances. The industries, which suffer the most severe crisis, have very few euro-subsidy candidates. Like milk-production and vegetable growing.

We are lagging behind in the utilisation of the funds under the Village Regions Development Program – almost 5 years after our accession to the EU the actual payouts to projects have not reached 30 % of its budget to 2013. The temporary and partial financial solutions applied do not contribute to long term planning in the industry.

The agrarian industry cannot be developed or modernised without a well oriented industry policy, said Georgi Karkamov, UA Deputy Chair.

"Agriculture must become a priority for Bulgaria, since there is no substitute for food. It is a part of the national security”, said right-wing presidential candidate Rumen Hristov, who was a guest at the event.

All regions in the country have their specific circumstances and a strategy has to be region-sensitive, added Montana wheat grower Valia Koleva.

Spmetimes wheat growers are forced to communicate Brussels directly, when their problems are not solved locally, said Svilen Radev, a wheat grower from Avren.

Borislav Sendov from the Bulgarian Association Bio-Products stressed that, lacking adequate national support for bio-agriculture, the utilisation of the european funds for agro-ecology is barely about 2% of the alotted budget.

From our school - „St. St. Cyril and Methodius”, have graduated thousands of pupils, who are the pride of our teachers, of our city – Plovdiv, and of Bulgaria.” With these words UA Chair Petya Stavreva addressed the pupils and teachers of the Plovdiv "St. St. Cyril and Methodius" Gymnasium at the opening of the new school year. Ms. Stavreva, an alumnus of the school, was an official guest of the festivities. Attended also the General Consul of Greece in Plovdiv, public figures, alumni, and former gymnasium teachers.

Petya Stavreva:
It is Time for the Reasonable Vote for Bulgaria’s President!

”On October 23 the citizens of Bulgaria will be offered the choice between the status quo and the change in the presidency institution, between the democratic alternatove and the degradation of values and political moral.

I know Mr. Rumen Hristov as a principled and consistent politician, who over the years has kept his loyalty to the democratic cause. He can turn the presidency into a real factor of our political life.

I urge all agrarians, all democrats to come out on 23 October and make the reasonable choice by voting for the presidential candidate of the united right and if United Agrarians!” This was the statement of the United Agrarians Chair Petya Stavreva on 3 September at the presentation of the Union of the Right Forces coalition, registered for the presidential elections.

The policy I will lead, if I become Head of State, will be pro-Bulgarian. I will be a right president, said right presidential candidate Rumen Hristov in his speech.

If I am elected, I want to work to improve the economic environment and facilitate the small and medium businesses, declared he and promised to be the president for all Bulgarian citizens.

Hristov added that “the people, who demanded the democratic changes in Bulgaria, today live the worst lives. We owe them, they deserve a retribution and we will provide it to them", said the president-candidate.

We believe we start the change of Bulgaria today. The need for this change is urgent, and the extensive right coalition we made is the way to achieve that, pointed out SDS leader Martin Dimitrov.

He stressed that “there is only one true right presidential candidate – Rumen Hristov, and I am sure that he will win".

”The presidential elections are a tangible opportunity to restore the true right space in Bulgarian politics”, says a special declaration of the parties, supporting the right head of state candidate Rumen Hristov.

The coalition parties express further their strong will to work towards the win of the right and for the restoration of the confidence of the Bulgarian citizens in the Bulgarian institutions.

United Agrarians in a Right Alliance for the Presidency Race

The United Agrarians Political Party will take part in the presidential elections within a coalition of six parties – SDS, Democratic Party, "Gergyovden" Movement, SSD, BDS "Radicals", and Bulgarian Democratic Forum.

The leaders of SDS Martin Dimitrov and of United Agrarians Petya Stavreva deposited yesterday in the Central Election Commission (CEC) the registration documents for the blue presidential candidate Rumen Hristov.

Martin Dimitrov explained that the presidential candidate Hristov has been singled out by an extended right space – the Union of Right Forces.

The candidacy of Rumen Hristov for President is backed by six more parties with no registration, but signatories under an electoral aliance, the blue leader said.

"This is an unprecedented association of the rights, but unfortunately without DSB", he commented.

"Rumen Hristov is the presidential candidate of United Agrarians. Bulgaria needs a right president to unify the nation and to transform the Presidency as institution into a tangible political factor", added Petya Stavreva. "I believe that on 23 October the people will single him out as a favourite for the presidency race. Because Bulgaria needs a democratic president", she said.

The candidate Rumen Hristov, who also visited CEC, will register next week.

The blue chief of electoral staff Boris Markov said that the positiontaken by DSB was, that they would not register, but will support the candidature of Rumen Hristov.

Joint Press-Conference of the UA Party and Wheat Growers
30 August 2011, Sofia-Press Agency

Wheat Growers Claim Damages Before Brussels for Illegally Cut Subsidies By "Agriculture" State Fund

Wheat Growers Claim Damages Before Brussels for Illegally Cut Subsidies By the "Agriculture" State Fund. This was shared today at a joint press-conference of the UA national leadership with wheat growers from the country on the problems of Bulgarian agriculture. (You can view a detailed video coverage of the event under the "Video" section of the "Gallery" menu.) .

There are dozens of cases where the Payment Agency has denied payments despite court decisions to the contrary on farmers-intiated lawsuits versus the "Agriculture" State Fund.

"The sequence of castles at the tops of the Payment Agency has not changed its ways of operation and the farmers are left empty-handed again”, said UA Chairperson and MEP (2007-2009) Petya Stavreva. Instead of utilising billions of Euros and easing the way of these funds to the producers, it turns out that the farmers are being fined for past periods and top government officers explain how they lie and swindle, pointed out Stavreva. She did not deny that thee might be some cases of misdemeanor, but ine cannot conclude that all farmers have to be put under a common denominator. It is inadmissible for the people, who earn their living by cultivating the Bulgarian land, to pay for the mistakes of the administration, is the position of United Agrarians.

"Institutions' failure to act and the non-execution of a court order provoke farmers to file claims before the European Commission for illegal slashing of the European funds”, Petya Stavreva said. Thousands were spent for a large-scale awareness campaign with the slogan "You are entitled to this money”. Howver that turned out to be mere wishful thinking and the money have to overcome serious hurdles to reach the Bulgarian agrarian producers, including extraordinary bureaucracy and incompetent administration, she added.

The payments Agency refuses to execute a decision of the Supreme Administrative Court, said Svilen Radev, a wheat-grower from the Varna region. He is one of the hundreds of agricultural producers, who is at a disadvantage having been denied areas eligible for support. Radev initiated a lawsuit against the Payment Agency and won. Nevertheless the fund has refused to pay, stating the same motives, which the court has already overruled.

"The subsidies are like the proverbial sword of Damocles". said Montana wheat-grower Vanya Koleva, UA national leadership member.

"The distribution of subsidies puts small and medium producers, including animal breeders, at a disadvantage", pointed out UA Deputy Chair Georgi Karkamov.

Petya Stavreva urged the industrial organisations to pro-active behaviour regarding the national and European institutions, in order to defend the national priorities of supporting agricultural producers.
