Authoritative Agrarian Presence in the Local Governments
The Union has Mayors and Advisors in Many Bulgarian Municipalities
Elections'2011 registered an authoritative agrarian presence in the local governments. With term in office 2011-2015 United Agrarians will take part in the local self-government in a vast proportion of Bulgarian municipalities through the elected mayors and municipality advisors.
The candidates of the Union have participated in the elections both on UA and coalition lists.
(Detailed information about the results of the local elections is on display in the "1st Round Results" and "2nd Round Results" on this site and in issues 40 and 41 of PAS XXI c. Weekly.)
"Thank you to all Bulgarian citizens, who put trust in the candidates of the organisation and chose to be represented in the local governments by United Agrarians", said Union Chair Petya Stavreva. She pointed out that the mayors and municipality advisors of the party will work towards furthering the the decentralisation process and directing more funds to the development of the regions. The way to the European development of Bulgaria's regions needs competent and authoritative local governments, a cause to which the mayors and municipality advisors of United Agrarians will be dedicated, she added.

"These elections were marked by numerous signals for violations and manipulations in the ballot. The international observers did not fail to notice the anxiety and fear of the voters, which casts doubt on the free and democratic ballot of the Bulgarian citizens,” commented UA Chair Petya Stavreva for PAS XXI c. Weekly.
United Agrarians have municpality advisor-elects and community mayor elects in quite a few of the Bulgarian municipalities. Our candidates will take par in re-ballots in numerous municipalities in the country, pointed out Ms Stavreva. She urged the members and sympathisers of the Union to go to the ballot urns once more and vote for the candidates of United Agrarians and their coalition partners, to provide for competent and authorative local self-government.

Vote Number 34 for the European Development of Elin Pelin!
"The choice we will make on 23 October is very important for the development of Bulgaria and all municipalities in the country. The future of Elin Pelin in the next four years depends on you. Therefore vote, make the reasonable choice, and support the candidates of the "Together for our town" coalition with United Agrarians,” addressed the public of Elin Pelin Petya Stavreva, UA Chair. The UA advsor candidates in Panagyurishte and mayor-candidates for the local villages took part in a public meeting. They were presented by UA Chair Petya Stavreva and UA national leadership members Marta Vasileva nad Zahari Bankov.
The UA list leader is Ivan Tsarski, father of the popular motor sport driver Iliya Tsarski.

Meeting of Proshko Proshkov with Sympathisers and Activists of United Agrarians, Radical Democrats, and BSDP
"Transparency guarantees the good work of the municipality. I go into this fight to win and be the first one to change the way Sofia city is managed”, said Blue Coalition Sofia city mayor-candidate Proshko Proshkov. Attended UA, RDP, and BSDP sympathisers and activists, as well as the Sofia municipality advisor-candidates from the three-party coalition list.
UA Deputy Chairman Georgi Karkamov, and the Chairmen of BSDP and RDP Yordan Nihrisov and Zahari Petrov declared support for the candidacy of Proshko Proshkov for Sofia city mayor, because they see him as a guarantee of solving the problems of the city.

"The municipality advisor list of the UA, RDP, and BSDP Coalition is not related to the status quo. Show your support got our candidates for the local parliament by voting number 34, and Proshko Proshkov – by number 33 in the integral ballot", called the party leaders.

United Agrarians voiced strong support for the Blue Coalition Sofia City Mayor-Candidate Proshko Proshkov at a formal meeting in the UA headquarters at 12 "Vitosha" Blvd.

"Our administration will be constructuve and open!” was the promise of Mayor-Candidate Dimitar Ivanov to his fellow-citizens at the start of his local elections campaign.

The nomination of Mr. Ivanov is supported by United Agrarians and GERB.
More than 1000 people came to the centre of the Manole village, where Mr. Ivanov lives together with his family, on 2 October to show their support. Attended UA Chair Petya Stavreva, representatives of the national party leadership, as well as the regional Chairman of GERB-Plovdiv Dimitar Lazarov.

A priority of Mr. Ivanov and his team will be the consumption of funds distributed under European programs, to begin the modernisation of the villages in the Maritsa municipality.

The "For a New Chirpan" Coalition Opened its Local Elections Campaign, 27 September
The "For a new Chirpan" Coalition comprising United Agrarians, NDSV and the "Democratic Forces Union" coalition started its local elections campaign on 27 September. At the ceremonial opening were presented Chirpan Municipality Mayor-candidate Stefan Rashev and the coalition's municipality advisors list.
UA Chair Petya Stavreva and Deputy UA Chair Monyo Hristov showed the support of the organisation for mayor-candidate Stefan Rashev. Petya Stavreva reminded Chirpan citizens to keep their dignity and to refrain from selling or granting their ballots.
"On 23 October vote number 25 in the integral ballot. This will provide you with the opportunity to be managed by capable and responsible people, who will do their best to make the city a better place for living, more comfortable and more prosperous“ – Ms. Stavreva added.

The "United Agrarians, Radical Democrats and BSDP Union” Coalition Opened its Local Elections Campaign in Sofia City, 1 October
The event took place in the garden facing the "Holy Ghost" church in Nadezhda Quarter, Sofia. Attended representatives of the coalition Sofia municipality advisors list and members of the national leaderships of the three parties, as well as the Blue Coalition Sofia Mayor-candidate Proshko Proshkov.

The public was addressed by mayor-candidate Proshko Proshkov, UA Deputy Chair Georgi Karkamov, BSDP Chair Yordan Nihrizov, RDP leader Zahari Petrov, and Sofia municipality advisors list leader Tanya Dilova of United Agrarians.
T-shirts with the insciption "No to hate, no to money, abide by the law, love thy brother" were handed out at the event.

United Agrarians Opened Their Local Elections Campaign in Shoumen, 29 September
Agricultural producers, farmers, and sympathisers gathered in the main hall of Peoples Culture club "Dobri Voinikov" for the opening of the UA local elections campaign in Shoumen. The party chairman of the regional city Petar Atanasov presented the municipality advisors list. The event was honoured in person by the Deputy UA Chairman Georgi Karkamov and the UA national leadership members Lyuben Vichev and Georgi Dimitrov.
United Agrarians take part in the elections with a list of 21 municipality advisor-candidates. They include lawyers, economists, physicians, businessmen, farmers, etc. "Our candidates for municipality advisors and mayors are active and capable people. They are destined to restore the cities and villages, to recreate the powerful agriculture of the region”, said local organisation Chairman Petar Atanasov.
“We can say that Shoumen is the cradle of the country's agrarian movement. Here Alexander Stamboliyski was elected Member of Parliament”, said Deputy UA Chairman Georgi Karkamov. “Our presence in the government guarantees the protection of the spine of Bulgarian society”, he pointed out.

Ceremonial Opening of the UA Local Elections Campaign in Stara Zagora, 27 September
The “New Stara Zagora" Coalition presented its mayor-candidate Nedyalko Angelov, Dipl. Eng., and its municipality advisor-candidates list.
The ceremonial opening of the campaign took place on 27 Septemebr in the Regional "Zahari Kniazheski" Library hall. Attended Chairpersons of United Agrarians - Petya Stavreva, of BSDP - Yordan Nihrizov, and of the Radical Democratic Party - Zahari Petrov.

"In order to prosper, Plovdiv needs competent management. We, United Agrarians, back Mayor Slavcho Atanasov for his second term in office and the coalition municipality advisors list, to continue the development of the city." With these words UA Chair Petya Stavreva addressed the thousands Plovdiv citizens, filling the Antique Theater in the city under the hills at the start of the local elections campaign.

The nomination was presented personally by the chairpersons of the coalition parties VMRO-NIE, United Agrarians, NDSV, BSDP, RDP, and the ODS coalition.

The Ruling Party Has Turned CEC Into a Tool for Lawlessness
The refusal to register the right coalitions in Montana and Pleven puts a stain on Bulgarian democracy, declare United Agrarians.
GERB want to predetermine the results of the autumn local elections and to stage a walkover by selectively blocking the registration of coalitions with the Central Electoral Commission, particularly the participation in the elections of the mayors of Pleven and Montana.
Refusal to register in both cities the right coalitions, which back for fourth terms of office the current mayors – Nayden Zelenogorski and Zlatko Zhivkov, in practice turns CEC into a tool of the ruling party for lawlessness, aiming to disquakify them from the election race.
United Agrarians take part in the coalitions supporting the mayors of Montana and Pleven.
UA Chair Petya Stavreva shared with PAS XXI c. Weekly that the national leadership of the Union firmly opposes these behind the scenes combinations, which violate the rights of the citizens and stain Bulgarian democracy.
Stavreva remembered the case in the Eleshnitsa village, Elin Pelin community. According to the Ministry of Regional Development and Public Works the population of the village is 351, and satisfies all requirements for conducting normal elections in 2011. Nevertheless the Regional Election Commission disallows the mayor elections there.
GERB and CEC employ Stalinist methods bordering on dictatorship, declared SDS leader Martin Dimitrov, challenged by the refusal to register the right coalition in Montana.
In a special declaration SDS stated that “this denial is contrary to the law and the own guidelines of CEC and REC”. Denying participation in the elections to the Blue Coalition parties and the other democratic formations in Pleven and Montana is an impudent elimination of the only true alternative to the slipping GERB rule , points out further the document.
”Together with our partners from the democratic political spectrum we will inform the European Commission, the EPP Chair Mr. Martens and the international human rights organisations and associations for fair elections”, says the declaration. The blues state that they will bring up the case before the European Court in Strassbourgh.

It is Time for the Reasonable Vote for Bulgaria’s President!
”On October 23 the citizens of Bulgaria will be offered the choice between the status quo and the change in the presidency institution, between the democratic alternatove and the degradation of values and political moral.
I know Mr. Rumen Hristov as a principled and consistent politician, who over the years has kept his loyalty to the democratic cause. He can turn the presidency into a real factor of our political life.
I urge all agrarians, all democrats to come out on 23 October and make the reasonable choice by voting for the presidential candidate of the united right and if United Agrarians!” This was the statement of the United Agrarians Chair Petya Stavreva on 3 September at the presentation of the Union of the Right Forces coalition, registered for the presidential elections.
The policy I will lead, if I become Head of State, will be pro-Bulgarian. I will be a right president, said right presidential candidate Rumen Hristov in his speech.
If I am elected, I want to work to improve the economic environment and facilitate the small and medium businesses, declared he and promised to be the president for all Bulgarian citizens.
Hristov added that “the people, who demanded the democratic changes in Bulgaria, today live the worst lives. We owe them, they deserve a retribution and we will provide it to them", said the president-candidate.
We believe we start the change of Bulgaria today. The need for this change is urgent, and the extensive right coalition we made is the way to achieve that, pointed out SDS leader Martin Dimitrov.
He stressed that “there is only one true right presidential candidate – Rumen Hristov, and I am sure that he will win".
”The presidential elections are a tangible opportunity to restore the true right space in Bulgarian politics”, says a special declaration of the parties, supporting the right head of state candidate Rumen Hristov.
The coalition parties express further their strong will to work towards the win of the right and for the restoration of the confidence of the Bulgarian citizens in the Bulgarian institutions.

United Agrarians in a Right Alliance for the Presidency Race
The United Agrarians Political Party will take part in the presidential elections within a coalition of six parties – SDS, Democratic Party, "Gergyovden" Movement, SSD, BDS "Radicals", and Bulgarian Democratic Forum.
The leaders of SDS Martin Dimitrov and of United Agrarians Petya Stavreva deposited yesterday in the Central Election Commission (CEC) the registration documents for the blue presidential candidate Rumen Hristov.
Martin Dimitrov explained that the presidential candidate Hristov has been singled out by an extended right space – the Union of Right Forces.
The candidacy of Rumen Hristov for President is backed by six more parties with no registration, but signatories under an electoral aliance, the blue leader said.

Bulgaria needs a right president to unify the nation and to transform the Presidency as institution into a tangible political factor", added Petya Stavreva. "I believe that on 23 October the people will single him out as a favourite for the presidency race. Because Bulgaria needs a democratic president", she said.
The candidate Rumen Hristov, who also visited CEC, will register next week.
The blue chief of electoral staff Boris Markov said that the positiontaken by DSB was, that they would not register, but will support the candidature of Rumen Hristov.

Meetings of the UA National Leadership in Avren Community and Varna
Agrarian Producers Seek Support Against Bureaucracy
The opportunities for the development of the region and the local government problems were discussed at a meeting with Krasimir Todorov – mayor of the Avren Community, by UA Chair Petya Stavreva, Honorary UA Chair Anastasia Moser, UA Deputy Chair Georgi Karkamov, and members of the leadership.
Following that the UA national leadership met agrarian producers and lenders from the community. It was organised by Svilen Radev, agrarian producer from Avren. Topics discussed included agricultural production problems and the need for better co-ordination between producers and government institutions.
Later the same day the UA national leadership met in the city of Varna the community and regional activists, as well as members and sympathisers.
The meeting was initiated by Ivan Yanev, chair of the Varna regional organisation.
The focus was on the forthcoming local elections and the ongoing negotiaions for coalition in the communities of the region.

UA Are Putting Forth a Separate Advisors’ List in Shoumen

United Agrarians will register a non-coalition advosors’ list in Shoumen. It comprises 41 candidates. List leader will be lawyer Yulian Ruzhenov, followed by Maria Vasileva and Rositsa Pencheva. This was revealed at a press-conference, held in “Ticha” hall of “Shoumen” hotel ensemble. Attended UA Chair Petya Stavreva, Honorary UA Chair Anastasia Moser, Deputy UA Chair Georgi Karkamov, local UA leader Peter Atanasov, and local union activists.
United Agrarians will back Dimitar Alexandrov (GERB) for Shoumen Mayor.
In the village of Madara the organisation will back the current mayor Hrsitina Dimitrova, was revealed at the press-conference. In the village of Dibich our candidate is Atanas Rachev.
Zhelez Zhelezov is the UA mayor favourite in Veliki Preskav. He is also leading the advisors’ list. For mayor of Zlatar is Ivan Marchev, and of the Kochovo village – Ivan Dimitrov.
In Varbitsa the party will make a coalition with NDSV in support of mayor-candidate Refaitin Sefer. There will be 4 more mayor candidates in the community, but their names are still being discussed.
In Novi Pazar there will be joint participation with the “Association for Novi Pazar” formation. The union will back the mayor-candidate Rumen Panayotov there. The UA mayor-candidate for the Tasni Ginchevo village os Dobri Ivanov. The leader of the advisors’ list in the Nikola Kozlevo community is Iliya Iliev, also put forth as mayor-cadidate of Pet mogili village. In the Kapichan community UA will nack the GERB candidate, and the adisors’ list leader will be Draginka Slavcheva.

UA Backs the Current Mayor Dimitar Nikolov for Second Term in Office

One of the Bourgas UA options for the fall elections is a coalition with the "Greens" party. This was announced by the regional UA leadership at a press-conference on 5 August, 2011 in Bourgas. Attended UA Chair Petya stavreva, UA Honorary Chair Anastasia Dimitrova-Moser, Deputy Chair Georgi Karkamov, Regional UA Chair Tanya Todorova, Community UA Chair Ognyan Iliev, regional and community secretaries Tsvetelina Ivanova, M.D., Dimitar Christov, Eng., and Stoyan Prodanov, lawyer and former MP and Regional UA Chair with the special participation of Hristo Chorelov, an agrarian and emigrant from France.
"We are the oldest party and we will not be an addition to anyone”, Anastasia Moser said.
Our candidates gor the local governments will work for the development and prosperuty of out cities and villages, said to the media Petya Stavreva.
The agrarians will list mayour candidates in 12 towns and villages in the region. UA will list mayor candidates for the communities of Malko Tarnovo and Sungurlare, UA Regional Chair Tanya Todorova said.
For the Bourgas mayor position UA will back up the cirrent mayir Dimitar Nikolov for a second term in office.
The representatives of the UA national leadersip visited also the Regional Governor Konstantin Grebenarov. The host pointed out that the agrarians he ahs worked with have always impressed him as „honest, hard-working, diligent, and disciplined”.

CEC Has registered United Agrarians for the Local Elections
The Central Electoral Commission has registered the United Agrarians political party for the 23 October, 2011, local elections for mayors and community advisors.
The CEC Decision has been published on the site of the Commission under No.77/8 August, 2011. It was announced seven days after the organisation has applied before CEC for participation in the local elections.
UA Chair Petya Stavreva and Honorary UA Chair Anastasia Dimitrova-Moser submitted to the Central Electoral Commission the documents for the participation of the party in the forthcoming local elections.
United Agrarians submitted a list of 14,300 subscribers in support of the registration of the party for the local elections.
”The local elections are a priority of the United Agrarians party”, Petya Stavreva said. “It is of paramount importance for us our mayor and community advisor candidates to be active and capable people, who will manage to win the confidence of the voters, to solve problems, to revive the cities and villages of Bulgaria”, she added. We need a strong agrarian presence in the local governaments, Petya Stavreva stressed
”The time has come for the local governments to be taken up by reformers, with a nation-wide vision and care for the people”, believes Petya Stavreva.

The Local Elections are a Priority of UA, Vratsa Region
The forthcoming local elections were discussed at a meeting with the UA community organisations from the Vratsa region on Wednesday (July 20). In this initiative of the Vratsa regional UA leadership took part UA Chair Ms Petya Stavreva, UA Honourary Chair Ms Anastasia Dimitrova-Mozer, UA Deputy Chair Mr. Georgi Karkamov, and UA Standing Committee Member Mr. Zahari Bankov.

The Regional UA Chair Mr. Evgeni Topalski, Assoc. Professor, and the Organising Secretary Dimitar Penkov acquainted the national leadership with the negotiations with other political formations about the forthcoming local elections. In the various Vratsa region communities UA will take part both alone and in coalitions.
The UA candidates for mayors and community advisers were also announced.
The meeting took place in the "St. Prophet Ilija" Tarzhishki monastery during the monastery holiday – Ilija Day.

Agriculture Issues Discussed at a Meeting in Razlog
„Agroindustry modernisation and the development of the rural regions are priorities for the United Agrarians party”. Said at a meeting in Razlog UA Chair Ms Petya Stavreva on 19 July. It is of paramount importance that the European funds reach the agriculture producers and that subsidies are paid out on time, she stressed.

In the meeting, initiated by the UA community organisation in Razlog, took part by agriculture producers from the community and Blagoevgrad region. It was attended also by UA Honorary Chair Ms Anastasia Dimitrova-Mozer, UA Deputy Chair Mr Georgi Karkamov and UA Standing Committee Members Zahari Bankov and Georgi Zarkov, Blagoevgrad UA Regional Chair.
Razlog Mayor Mr Krasimir Gerchev, Eng., pointed out that an amendment to the pasture lands lending regulations are required, since a large proportion of the community lands fall under NATURE 2000.
Godlevo village mayor Ms Radka Belezhkova complained of the sanctions on the agricultural producers due to mistakes of the administration.
After the meeting the hosts invited the quests to the unique temple of Dobarsko village, declared national monument of culture.

Following that the famous Dobarsko grannies sang folklore tunes and enacted some regional folk traditions.

Chirpan Community UA Chair Mr. Stefan Rashev is Chirpan Community UA Mayor Candidate. He was presented at an extended meeting of the Community organisation, which took part on 8 July 2011 ã. in Chirpan.

Mr. Rashev was born on 22 July 1963 in Chirpan. Graduated the Plovdiv Agrarian University with major in "Plant and Soil Protection“ in 1988. Senior Assistant Professor in the the Chirpan Agricultural Institute since 1989. Doctoral dissertation pending. Married with two children. UA Community Chair since 2006. Served 3 mandates as a community adviser, Chirpan Community.
