Political Declaration
of the “United Agrarians” Party


“United Agrarians” is a present-day political organisation, expressing the aspirations of all true and sincere instituted agrarians for consolidation of the agrarian movement.

The agrarian movement in Bulgaria has passed a century long historical path. It is a part of the national tradition, culture and way of life.

To us the agrarian notion is more than a political cause, and is rather a philosophical vision.

During the previous century the Agrarian Movement determinedly confronted two totalitarian dictatorships, by asserting its democratic principles and values. Notwithstanding the repressions on its leaders – Alexander Stamboliyski, Nikola Petkov, Dimitar Gichev, Dr. G. M. Dimitrov and on thousands of members, despite the inflicted organisational erosion, differentiation, and the emergence of government-controlled mock-ups, the Agrarian Movement has achieved its major political objectives–Bulgaria is already a member of the EU and NATO

Thus the agrarian notion is alive and non-transient.

“United Agrarians” will exert efforts towards the protection and realisation of the Bulgarian nation in its European and Euro-Atlantic integration, to conserve its identity and national independence. The major political goal of United Agrarians (UA) is respectable government to turn Bulgaria into a prosperous country with its people living with dignity in united Europe.

The BASIC VALUES of the United Agrarians are:

  • Freedom and responsibility;
  • Supremacy of law in a lawful country;
  • Social justice and solidarity;
  • Patriotism and preservation of the traditional spiritual values of the Bulgarian people.

Today’s United Agrarians face the challenges of the new millennium and the responsibilities of our European affiliation.

Bulgaria’s EU membership unequivocally uncovered the retrograde and manipulative mentality of the „social-liberal" regime. For two terms of service BSP (Bulgarian Socialist Party), NDSV (National Movement Simeon II) and DPS (Movement for Rights and Liberties) steered the country in the wrong direction. The feeling of insecurity is back. The government institutions are incapable to enforce the supremacy of law. Corruption is widespread and it starts at the highest levels. The metastases of the long and painful post-totalitarian transition take the form of intolerable merger of politics with corporate and private interests. Our standard of living is the lowest in Europe and on the Balkans. We do not provide modern education to our children. Chaos and lack of health preservation prevail. All these foster the feeling that democracy is nothing but a front. This front hides the key positions in parties, media, and the economy, taken by oligarchic and clientellistic circles with organised crime connections. That led to the EU discontinuing payments on all programmes. That was a distinct sign of concern from our partners. Thus the ordinary citizens cannot enjoy the benefits of the EU-membership. The representation crisis and the distrust to the politicians are on the rise.

This casts doubt on the democratic nature of the entire political model and puts forth the necessity for radical reforms in the political system itself.

We, united agrarians, consider the time right for substantial change and a new action course. We declare a new political project – a "New Public Beginning". We believe that we should start by radical changes in both the Consitution and the political-parliamentary representation.

We seek the support and participation of the civil society structures – the industrial associations, professional unions and classes, trade unions, clergy, academic and cultural communities. These can evolve into a powerful political factor and the spine of the power to the people idea. They shall actually take part in the governance of the country by instituting a new type of a two-chamber parliament.

We believe that the Political Parties Act should be based on a new law for political representation. In the developed countries the political decisions for a long time have been not only party affairs but rather a sum and consensus of positions and resolutions of political organisations, trade unions, industrial associations, cultural and religious communities.

This country needs a new political model to guarantee personal security and human dignity. We need powerful state institutions to guarantee the supremacy of law and the executive power to enforce an economic policy for prosperity, competitiveness of the Bulgarian companies and clear government regulatory mechanisms.

We suggest the following consitutional amendments for a society-wide discussion:

  • Introduction of social-economical rights of the citizens, delegation of rights to the regions, including true self-government for the communities;
  • Strengthening the direct democracy by conducting local and national referenda;
  • An election system and a new elections law to curtail the possibilities for vote trading, ethnical votes and other impairments;
  • Strengthening parliamentary control over the government;
  • Isolating the Public Prosecutor office and the inquest from the judiciary system, leaving only the courts there.

WE WANT TO BUILD BULGARIA AS:

  • A united nation in a powerful state, fully integrated in the EU;
  • A strong economy and a high standard of living;
  • A country with powerful intellectual potential;
  • A country wise political elite and authoritative statesmen.

We call on all agrarians in the country, who favour the emergence of a contemporary, prosperous and European Bulgaria, to join us in the United Agrarians party.
